IDENTITY GOVERNANCE AND ADMINISTRATION (IGA) SOLUTION

Overview

Identity Governance and Administration (IGA) solution including software, integration, and support services for the Electoral Commission of South Africa. The procurement targets bidders with substantial IGA experience (roughly five years), demonstrable references, OEM/distributor authorization, and the ability to deliver a comprehensive IGA solution including integration with Global or an approved replacement, plus a 3-year support plan; bidders must meet SBD4 disclosures, CSD registration, tax compliance, and must not be tender defaulters.

Requirements

• Significant IGA experience (approx. 5 years)
• Demonstrable references for similar IGA implementations
• Proof of OEM/distributor authorization (and any distributor authorization proof if applicable)
• Capability to deliver a full IGA solution including integration with Global or replacement
• Compliance: SBD4 disclosures, CSD registration, tax compliance, and not being a tender defaulter

• Documents to submit: Appendix A (Technical Bid Response Sheet), Appendix B (Pricing Schedule), Appendix B1 (Implementation/Customization Pricing), Appendix C (References), CVs per Appendix D, SBD4, proof of reseller authorization, and at least three references (see 5.2–5.9, 14.4–14.4.6; 5.4–5.7; 5.8–5.9; 14). These should be uploaded on VotaQuotes or delivered to the Centurion tender box (see 13–14)
• Registrations/pre-qualifications: CSD registration and tax clearance; SBD4 disclosure; not a tender defaulter; not a restricted supplier (see Appendix E and 5.5–5.6)
