INDIVIDIAL CONSULTANCY SERVICES FOR THE ESTABLISHMENT OF THE DEVOLUTION TRAINING INSTITUTE (DTI): A CENTRE OF EXCELLENCE FOR GOVERNANCE AND CAPACITY DEVELOPMENT IN KENYA'S DEVOLVED SYSTEM

Overview

Procurement of individual consultancy services to establish the Devolution Training Institute (DTI), a Centre of Excellence for Governance and Capacity Development in Kenya’s devolved system. Open to individual consultants; focus on governance, devolution, public administration, capacity development, and curriculum design.

Requirements

• Master’s degree in Public Administration, Devolution, Public Policy, Governance, Law, Institutional/Organizational Development, Education Management (PhD an advantage).
• At least 8 years’ experience in institutional development; proven work with centres of excellence or public-sector training institutions; governance and devolution; organizational design and strategic planning.
• Demonstrated experience in training/curriculum development, stakeholder engagement, and working with county governments.
• Evidence of at least four similar assignments in the last 5 years; CVs and reference letters; familiarity with Kenyan devolved system.
• Mandatory documents: valid Tax Compliance Certificate; proof of payment for bid document (KES 1,000); copy of ID; no conflicts of interest; price valid 180 days (from closing).
• Compliance with QCBS evaluation (technique: 70% technical, 30% financial).
