Overview

Procurement of an Installation of a Backup power supply system for Barnardsvlei online water quality instruments, Hartebeesthoek Reservoir and Guard houses. Suitable for electrical/backup-power contractors with CIDB 3EP+ experience in water infrastructure; sites include Barnardsvlei, Hartebeesthoek, Brakfontein and Isando reservoirs.

Requirements

• CIDB: contractor grading designation equal to or higher than 3EP. Joint ventures allowed with specified thresholds.
• Pre-qualifications: Letter of Good Standing (COIDA); CIDB registration or clear ability to register; fully completed Form of Offer; not in state service.
• Functionality (minimum 70 points): Previous related experience, HR capacity, Equipment capacity, and Work Programme.
• Pricing and BBBEE: 80/20 price-preference system; BBBEE status points (up to 20); supporting documents required for specific goals.
• Returnable documents: Pricing Schedule/BoQ; Enterprise Questionnaire; SBD forms 4 and 6.1; Tax and B-BBEE documents; Record of previous experience; HR and Equipment capacity schedules; Project programme; Contract agreement; Addenda records.
• Compliance: adherence to PFMA/Procurement regulations; no conflict of interest; anti-corruption declarations.

• Submission deadline: 26 August 2026 at 16:00 (closing time). Rand Water may extend by up to three calendar days before closing date.
• Submission method: online via Rand Water Online Bids Application or https://bids.randwater.co.za/. RFQs submitted by e-mail will not be considered.
• Documents to submit: returnable documents listed in T2.1–T2.2 (CIDB registration or application, COIDA, Pricing Schedule/BoQ, SBD forms, Letter of Bid, Contract, Project Programme in Gantt/Level-2 formats, HR/equipment schedules, previous experience records, etc.). Include any addenda acknowledgements.
• Pre-qualifications/compliance: CIDB 3EP+ eligibility; CIDB registration status; tax clearance verification; declarations on state employment and conflicts of interest.
