Procurement of installation of high mast lights in Ward 2 by Moretele Local Municipality for a CIDB 4EP or higher contractor. Open-tender with 90-day bid validity; compulsory briefing; local preference under the PPPFA framework; suitable for electrical/lighting contractors with CIDB 4EP+.

Requirements

• CIDB: registration 4EP or higher, active; expiry during evaluation requires proof of timely renewal; joint ventures allowed with conditions.
• Eligibility: legal entity (sole proprietor, partnership, company, JV); attend compulsory briefing; MBD forms (at least MBD 4, 5, 8, 9); Compulsory Enterprise Questionnaire; JV agreement if applicable; VAT status if applicable.
• Compliance: Tax clearance (TCS PIN or certificate), SARS e-filing options, CSD number if no TCS; local rates/affordability proof; good standing with COID.
• Returnable documents: as listed in T2.1–T2.2; attendance at clarification meeting (T23); addenda (T24); authority certificates (T25); Form of Offer; CSD summary; CIDB registration; proof of good standing.
• Evaluation: four phases—Phase 1 eligibility; Phase 2 minimum functionality 70/100; Phase 3 price (80/20 or 90/10 with specified goals); Phase 4 objective criteria and risk.
• Specific goals: HDI ownership, women, youth, disability, locality points; provide CSD/CIDB evidence to claim points; detailed forms required (Table 1/2 in the preference schedule).
• Conditions: no alterations to tender; no canvassing; contract in GCC 2015; penalties and cancellation rights apply.
