Overview

Procurement of Installation of Water Reticulation & Yard Connections in Ward 12, Phase 2 for open-tender by Moretele Local Municipality, targeted at Category 5CE+ CIDB registered contractors. Requirements

• CIDB: Registration in 5CE or higher (active at award); compliance with CIDB Uniformity requirements; joint ventures allowed with proper CIDB status.
• Eligibility: legal entity (sole proprietor, partnership, company, or JV); not disqualified for corrupt practices; able to enter contracts; compliant with procurement policies; proof of tax and duties; proof of municipal rates where applicable.
• Documentation: complete returnable documents (T2: returnable documents; T2.1/T2.2 lists) including MBD4, MBD5, MBD6.1, MBD8, MBD9, SBD forms, CIDB certificate, CSD, JV agreement if applicable, Letter of Good Standing, municipal/account verifications, and authority for signatories.
• Financial capacity: bank rating (e.g., A&B preferred); annual financial statements; evidence of financial resources to execute works.
• Technical capacity: evidence of water reticulation experience; key personnel with required qualifications (Contract Manager with BScEng/BTechEng; Site Agent; Foreman; Safety Officer; Surveyor/Technician); list of plant/equipment; capability to deploy subcontractors if any.
• Local goals and compliance: CSD CSD summary required to claim specified-goals points; adherence to 80/20 preference framework (specified goals include Black ownership, Women, Disabled, Youth, Locality).
• Site/Health & Safety: insurer/insurance considerations; OH&S compliance; access for inspections; adherence to site safety regulations.
• Clarifications and addenda: respond to clarifications within stated time; addenda issued up to five working days before closing.

How to Apply

• Deadline: Closing time 12:00 on 09 July 2026.
• Briefing: Mandatory briefing 15 June 2026 at 12:30, Moretele Local Municipality, Municipal Hall (4065 B, Mathibestad).
• Submission: single sealed envelope/bid box submission at the Municipal offices, 4065 B, Mathibestad; label with “BID NUMBER: MLM/WSIG/W12-2/2025-26 – INSTALLATION OF WATER RETICULATION & YARD CONNECTIONS IN WARD 12, PHASE 2.”
• Method: hard copy submission (original plus copies as specified) and returnable documents; late or facsimile/e-mail submissions will be rejected.
• Documents to submit: all returnable schedules and forms listed in T2/T2.3, including form of offer, MBDs, CIDB proof, CSD summary, VAT details if applicable, joint-venture agreements if any, and proof of municipal rates or approved affidavit if not in bidder’s name.
• Registrations: CIDB registration active in the required class; CSD before award; tax and municipal compliance verified.
