Overview

The Western Cape Provincial Parliament invites bids for a 60-month, fully managed Internet, Firewall, IDS/IPS, Public DNS and related services, including secure connectivity, DNS hosting, SOC-aligned security operations, and integration with Microsoft Sentinel. Bidders should have enterprise connectivity and security expertise, preferably with SOC and ITIL practices, and must be able to obtain SSA security clearance or prove existing clearance.

Requirements

• Valid SARS Tax Clearance Certificate (or PIN); for consortia/JVs, each party must submit it.
• SSA clearance evidence or proof that SSA clearance application has been lodged (non-negotiable).
• Compulsory site readiness: ICASA-compliant licensed wireless failover and verified fibre connectivity at the WCPP site.
• ITIL-based change management, PAM monitoring, and logging retention (12 months); quarterly firewall rule reviews; monthly security reports.
• Integrated security operations: IDS/IPS with NIST-aligned functions (Identify, Protect, Detect, Respond, Recover); Microsoft Sentinel SIEM integration; 99.9% uptime targets.
• Public DNS: primary/secondary DNS with DNSSEC, DDoS protection, MFA-enabled portal, 99.9% uptime.
• Minimum references: three client references for similar services; compliant with PPPFA and Preferential Points.

• Closing date/time: 21 October 2026 at 11:00 (no late submissions).
• Submission method: posted or hand-delivered to the addresses in the bid invitation; bulky documents may be delivered to SC&AM Section, 5th Floor, 7 Wale Street; include a sealed envelope with bidder details and bid number.

  • Evidence of SSA clearance or submission; 3 contactable references; and electronic copy on flash drive (where required).
• Registrations: must be registered on the Central Supplier Database or IPS (ARIBA).

• Optional but beneficial: evidence of SOC 1/2 or ISO27001, ITIL maturity, and prior public-sector experience.
