Overview

The Department of Mineral and Petroleum Resources seeks to appoint a panel of service providers to assist with proofreading, layout/design and production of the department’s strategic plans, APPs and annual reports for a period of 36 months. Bidders should have experience in editing, layout, design, proofreading and printing of large government documents, with capacity to deliver printed copies and branded USBs, and to operate within a Microsoft-technology environment. No briefing session is planned.

Requirements

• Experience in producing reports (with referees) and demonstrable project history.
• Qualified team: a team leader and members with relevant degrees in communication/marketing/information science/graphic design/economics, plus CVs with references.
• Detailed project plan and methodology, including a logistics plan, milestones, and a management approach; three mock-ups and three proofs; final PDF under 2 MB.
• Demonstrated capacity to deliver: ~350-page DMPR strategic plan/APP/annual report, plus MHSI annual report deliverables (approx. 116–120 pages), including hard copies and 100 USBs.
• Skills transfer capability and proof; compliance with SBDs and tax/CSD requirements.

• Submission method: physically deposit proposals in the bid box at the Department’s Trevenna Campus, Sunnyside, Pretoria (70 Meintjies Street). No eSubmission.
• Documents to submit: official completed SBDs (SBD1, SBD4, SBD6.1) + company profile and the technical proposal; include tax/compliance PIN or CSD number; ensure compliance with GCC and any SCC.

Notes: The TOR sets the 36-month panel objective and 5 deliverables, plus staged evaluation (minimum 70% to advance) under the 80/20 system, with specific goals for B-BBEE and enterprise ownership.
