Overview

This tender invites training service providers to register on the Capricorn District Municipality (CDM) data base to form a panel of accredited providers delivering capacity-building and skills development programmes for CDM employees and councillors. Providers must hold SETA/QCTO accreditation for the SAQA qualifications listed and be able to deliver across multiple learning modalities with ongoing assessment and reporting.

Requirements

• Valid accreditation with SETA/QCTO for the SAQA qualifications listed in Table 5.1 (proof required).
• Ability to design, deliver (classroom, virtual, and practical), assess, moderate, and provide learner support and comprehensive reporting.
• Tax and supplier status: SARS Tax Compliance Status (PIN/TCS) and/or Central Supplier Database (CSD) number; separate TCS/PIN for JV partners if applicable.
• Compliance with procurement rules: 80/20 preference point system, PPPFA/GCC, and related regulatory requirements; no involvement of in-service-of-state entities.
• Site briefing attendance and submission of all bid documents on official forms (MBD系列 as applicable), with pages initialled and all requirements met (e.g., proof of municipal rates, JV arrangements).
