INVITATION TO A TENDER

Overview

Supply and delivery of sixteen laptops and four all-in-one computers, and hosting and maintenance of the Great Kei Municipal website for three years. The two lots cover IT hardware supply (Lot 01) and website hosting/maintenance (Lot 02). Bidders should have IT hardware supply capabilities and web hosting/maintenance expertise, with the required registrations and tax/compliance credentials.

Requirements

• Tax Compliance pin
• Completed Tender Document and MBDs
• Valid Billing Clearance or lease agreement (if the bidder holds a tender debt clearance, include rates statement from the same municipality)
• CSD or Supply CSD registration
• Certified copies of directors’ IDs
• Certified CK Document
• VAT registration if services exceed R2.3 million (effective 1 April 2026)
• Vendor/distributor partnership letter for the supplied laptops/computers
• Completion of the PPPFA requirements: price 80 points, HDI 20 points
• Bidders not to be state-employed; bidding conditions include non-refundable tender document deposit
• Submissions that are late, faxed, or e-mailed will be disqualified

How to Apply

• Closing dates: Lot 01 (Hardware) 02 November 2026 at 11:00; Lot 02 (Website hosting) 20 November 2026 at 11:00.
• Submission method: deposit completed tender documents in the tender box at the Budget and Treasury Office, 17 Main Street, Qumrha 4950 (08:00–16:30).
• Documents to submit (where applicable): Tax PIN, completed Tender Document and MBDs, Billing Clearance, CSD registration, directors’ IDs, CK document, VAT registration if applicable, vendor/distributor letter for laptops.
• Pre-qualifications: CSD/Supply CSD registration and tax clearance, VAT registration if necessary.
• Where to obtain bid documents: Budget and Treasury SCM Office, 17 Main Street, Qumrha, 4950, with non-refundable deposit of R417 per document (payment by bank deposit or EFT).

• Notes: Council reserves the right to cancel and bids will be evaluated under the Supply Chain Management Policy and Preferential Procurement Regulations (2022). NB: Bidders working for the state are not eligible.
