Overview

Procurement: Invitation to join a three‑year Contractor Development Programme (CDP) panel for the Cape Town Metro, covering CIDB grades 2GB PE, 3GB PE, 4GB PE or 5GB. Target bidders are built‑environment contractors with CIDB registrations in the specified grades, registered with CIPC, with tax clearance (PIN), CSD, and COIDA where applicable, and willing to participate in a two‑phase evaluation process (mandatory/admin then functionality). Joint Ventures/Consortia are not allowed.

Requirements

• Mandatory documents: signed SBD 1, signed SBD 4, valid tax clearance or PIN, attendance at compulsory briefing.
• Eligibility: CIDB registration for 2GB PE, 3GB PE, 4GB PE or 5GB; CIPC registration; COIDA/FEM where applicable; CSD registration; addendum receipt.
• Evaluation prerequisites: submission of nominated employees’ CVs and relevant qualifications; evidence of building/construction track record; proof of project history; locality documents (Western Cape/Metro) for points; and tax verification status.
• Other: No JV/bid consortium allowed; bid validity 90 days; tax matters verified at evaluation/award.

• Briefing: Mandatory briefing session on 23 September 2026 at 10:00, IDT Western Cape Regional Office, 3rd Floor Customs House, Heerengracht Street, Foreshore, Cape Town.
• Deadlines: Closing date and time is 08 October 2026 at 12:00.
• Submissions: Electronic submission accepted via online portals; but bids must also be delivered to IDT Western Cape Offices (14th Floor, Customs House) as specified in the notices.
• Required registrations: CIDB (Grade 2GB PE, 3GB PE, 4GB PE or 5GB), CSD, CIPC, COIDA where applicable, SARS tax compliance; ensure addenda receipt (if any).
• Documentation to prepare: SBD 1, SBD 4, CVs and qualifications for nominated staff, appointment letters/PUOs and completion certificates as applicable (see TORs in attached PDFs).
