Overview

RFQ to host Johannesburg City Parks and Zoo website for 11 months. Target bidders are IT/web hosting providers with Linux-based hosting, Apache PHP 7, MySQL 5.7, and proven security, monitoring, and data-center capabilities (JCPZ-RFQ/ICT05/2026.pdf). CIDB grading is not required (N/A). The contract includes a Service Level Agreement.

Requirements

• Mandatory admin/eligibility:
  • Complete the tender in full (including BOQ/specifications) and provide all administration docs.
  • Valid COIDA letter of good standing; company address proof; director(s) proof of residence; shareholder certificates; ID copies; JV agreement if applicable.
  • Proof of CSD registration; or provide CSD number.
  • No correction fluid; all corrections initialed.
  • Completion of all tender documents as issued.
• Technical/operations:
  • Webserver hosting for www.johannesburgcityparksandzoo.com on Apache PHP 7, MySQL 5.7, Linux Debian (or emulation on Windows).
  • Hardware baseline: Intel Xeon Quad Core 3.2 GHz, 16 GB RAM, 1 TB SSD.
  • Security: real-time monitoring, threat detection, logs, vulnerability assessments, SSL, WAF, anti-malware, patch management, access control.
  • Availability: 99.9% uptime, daily backups, disaster recovery/failover.
  • Traffic: 750 GB/month capacity; website analytics.
• Functionality pre-qual:
  • Functionality is worth 100 points; bidders must score at least 70/100 to be evaluated further (covers personnel qualifications, CVs, company references, support model, data-center certs) (JCPZ-RFQ/ICT05/2026.pdf).

How to Apply

• Submission deadline: 23 September 2026 at 12:00; on the closing date, quotes must be deposited in the sealed Quotation Box at the entrance to JCP House, 40 De Korte Street, Braamfontein (8:00–12:00) (JCPZ-RFQ/ICT05/2026.pdf). No late submissions.
• Method: sealed envelopes; clearly marked with RFQ reference; and a formal quotation attached immediately after the first page (JCPZ-RFQ/ICT05/2026.pdf).
• Documents to submit:
  • Completed MBD forms and pricing schedule (see RFQ package) and the SBD/GCC-compliant documentation.
  • Proof of tax compliance status (TCS/PIN or VAT number); CSD number if not on CSD; separate TCS for each JV/consortium party.
  • Pre-qualification materials: CVs for key personnel, client reference letters, data-center certifications (ISO 27001/SOC 2 Tier III/IV, etc.).
  • JV agreements, where applicable.
• Registrations: register on the Central Supplier Database (CSD) if not already registered; provide CSD vendor number with submission (www.csd.gov.za).

Notes:

• The lowest price will not necessarily be accepted; evaluation uses 80/20 (price/bid) plus specific-goal considerations (women-owned within COJ, locality) as per the Preferential Procurement Regulations 2022.
• The bidder must be able to sign a Service Level Agreement for the 11-month term and comply with all governance/anti-fraud provisions (MBD forms).
