Overview

Procurement of boiler operations and repairs at Kirkwood Prison for a five-month period. Eligible bidders are construction/facilities-management contractors with CIDB 3 ME/3 ME or higher, capable of mechanical fitting/millwright work, boiler operation, and electrical support. The contract runs for 5 months and uses a rates-based pricing model with a fixed daily/shift rate for boiler operations and additional labour for breakdowns, plus provisional material costs.

Requirements

• CIDB grading: 3 ME/3 ME or higher (or proof of CIDB upgrade within 21 working days post-closing).
• Minimum key staff: at least 3 resources including:
  • Mechanical Fitter/Millwright with trade test
  • Boiler Operators (2) with training certificate
  • Boiler Operator Assistants (2)
  • Electrician with wireman’s license
  • CVs and qualifications for key staff
• Administrative/compliance:
  • Registration on Central Supplier Database (CSD)
  • COIDA Good Standing letter (not expired at closing)
  • Completion of PA forms: PA-11 (Bidder’s disclosure), PA-15.1/15.2/15.3 (board/joint-venture authorisations), DPW-09 (tender projects), DPW-21 (Record of Addenda), DPW-07 (Form of Offer and Acceptance)
  • Declaration of Designated Groups (PA-40) if applicable
  • Security clearance information if required
• Other: VAT must be included in bid prices if the pre-VAT price exceeds R1 million.
