Requirements

• The tenderer must be a QS business under full-time supervision of a registered professional quantity surveyor(s) or a multidisciplinary practice with a QS division supervised by a registered QS; all principals must be registered with SACQSP (and other councils if multidisciplinary).
• Provide copies of current registration numbers for all registered principals; provide documentation proving professional registration for those principals.
• Returnable documents: T2.1 List of Returnable Documents and T2.2 Returnable Schedules (including C1.1 Form of Offer and Acceptance; DPW-09 PSB, Activity Schedule, proof of Professional Indemnity Insurance, CVs, proof of registrations, etc.).
• Key personnel: evidence of SACQSP registration; full organizational chart with CVs; proof of professional registration for principals.
• Specific BBEE/government objectives: documentation to claim points (BBBEE certificate or sworn affidavit; municipal rates or equivalent name-bearing documents; disability/youth/ownership proofs as applicable); thresholds vary by contract value.
• Other: DPW may verify registrations; security considerations and possible clarifications or interviews; provide access to offices if required.
• Functionality/risk: Functionality scoring and risk assessment apply; non-compliance or missing key items renders bid non-responsive.
