Overview

Lease of office accommodation for the Joubertina DoA Office for 36 months in the Koukamma Municipality, Sarah Baartman District. Bids are invited from property owners or facilities management providers to lease approximately 154 m² of office space in Joubertina (within 1 km of town) for a single-tenant arrangement, with landlord-maintained building services and a 36-month contract. Proposals will be evaluated on admin compliance, functionality (minimum 65 points) and price with PPPFA 80/20, including specific goals. A compulsory site briefing is on 28 October 2026; closing 9 November 2026 (11:00). Documents available from 16 October 2026.

Requirements

• Location: Joubertina, within 1 km of town; proximity to main roads/public transport; nearby services.
• Space: ~154 m² usable area; offices, boardroom, server room, store, kitchen; CAT6 network points; accessible facilities with ramps and disabled toilets.
• Landlord responsibilities: maintenance and servicing; inclusive municipal services; security and parking provision; adherence to Office Accommodation Norms (July 2015) and NB/OSH standards; single-tenant occupancy.
• Compliance: Occupational Health and Safety, National Building Regulations, occupation certificates, electrical/fire compliance, disability accessibility, fire safety, municipal rates clearance.
• Administrative: bidder must be owner or provide power of attorney; SBDs, CSD tax clearance; JV agreements if applicable.
• Evaluation: three-stage process (admin, functionality, price and goals); minimum 65 functionality points; 80/20 pricing with PPPFA; firm prices; no price adjustments during contract.

• Briefing: compulsory site briefing on 28 Oct 2026 at 13:00 via Microsoft Teams (Join link in tender notice).
• Submission: sealed bid in envelope clearly marked with project number to the Port Elizabeth tender box at 64 Govan Mbeki Avenue, Port Elizabeth 6001, by 11:00 on 9 November 2026; bids opened publicly.
• Documents to submit: completed SBDs, CSD/tax compliance, proof of ownership or power of attorney, JV agreements if any, and all returnable forms; at contracting stage include Fire/Electrical/Disability/OHS certificates, Occupation certificate, Building regulations compliance, municipal rates clearance. Proposals valid 90 days.
• Note: price must be firm and all-inclusive; no price adjustments (ECBD 3.1).
