Lease of office accommodation for the Department of Agriculture's Kirkwood DoA Office for 36 months, inviting property owners or facilities management providers to bid. The contract covers 163 m² usable space in Kirkwood (office, boardroom, server room, amenities) with landlord-maintained infrastructure and compliance to government standards; bids assessed on price and specific goals under an open tender process.

Requirements

• Bidder must own the property or bid via power of attorney; provide title deed or signed mandate, and JV agreements if applicable.
• Administrative: CSD tax status verification, completed returnable forms, and mandatory briefing attendance.
• Occupational health and safety: OHS certificate; electrical compliance; fire safety certs; occupation certificate; NABR compliance; disability accessibility certificate where required.
• Technical/facilities: minimum 163 m² usable area; Kirkwood location within 1 km; sufficient parking; ramp and ablution facilities for disabilities; CAT 6 network, 2 power points per office; standby generator and backup water.
• Maintenance: landlord responsible for maintenance; SLA to be signed; implementation plan within 2 months if needed.
• Financial: firm, all-inclusive price (VAT excluded); escalation not permitted during contract; monthly invoicing.
• Evaluation: three-stage process (administrative, functionality threshold of 65 points, price and specific goals under PPPFA 80/20).
