LEASING AND DEVELOPMENT OF 35 MEDIUM VALUE PROPERTIES (COMPRISED OF 27 ECONOMIC UNITS) APPROVED FOR REVENUE GENERATION

Overview

Leasing and development of 35 medium value properties (comprised of 27 economic units) approved for revenue generation. The Eastern Cape Department of Public Works & Infrastructure seeks bidders to lease and develop a portfolio of properties for revenue generation. This is an open tender with PPPFA-based evaluation; background checks on entities/directors are contemplated and SARS/CSD registration may be required. Bid documents are available from the National Treasury eTender Portal and the department’s tenders page.

Requirements

• PPPFA-based evaluation: maximum 100 points (price up to 90/80, specific goals up to 10/20), with a 3-phase process (compliance, functionality, price).
• Tax compliance: provide SARS PIN/TCS; if no TCS PIN, provide CSD number; separate TCS for consortium/JV/sub-contractors.
• Background checks on entities and directors (consent Annexure C).
• Submit on official forms (SBD 1; SBD 7) and comply with GCC; provide registrations (CSD, VAT where applicable).

• Submission method: electronic submission via National Treasury eTender Portal; hard-copy bids in the Bhisho bid box (courier bids must be deposited in the bid box).
• Documents to complete/submit: official bid response forms (SBD 1; SBD 7); tax/compliance docs (PIN/TCS/CSD); proof of authority for signatory.
• Pre-qualifications/registrations: SARS PIN/TCS; CSD number if no TCS; VAT details as applicable.
