Overview

Leasing of Mobile Offices for a period of 36 months. The contract covers modular mobile office units with specified insulation, ceiling, divisions, windows, doors, electricals, flooring and air conditioning. Bidders should have capabilities in modular/off-site construction, leasing and facilities management, and be prepared to sign a skills-transfer agreement for 12 months (see attached document 9/1-T003/2026/27.pdf).

Requirements

• Compulsory registrations and compliance:
• Registration on National Treasury Central Supplier Database (CSD) and SARS Tax Compliance requirements (PIN) or equivalent as per bid rules.
• Tax compliance and, if foreign, pre-award questionnaire; separate TCS/PIN for JV/sub-contractors.
• Complete and sign MBD 1, 3.3, 4, 6.1, 8, 9; Schedule 1 resolution; Pricing Schedule (MBD 3.3); Contract Form (MBD 7.1).
• Provide: certified IDs for directors, CSD number, VAT and company registrations, municipal utility bill or landlord lease (where applicable), and a Skills Transfer Plan (12 months).
• Governance and integrity: no tender defaulter/Restricted Supplier status; complete declaration of interests (MBD 4, MBD 9) and Independent Bid Determination (MBD 9).
• Special conditions: the successful bidder must sign an agreement for skills transfer; payment terms: net 30 days; appointment may be to one or more bidders; Nongoma may verify all bid information.
• Evaluation: functionality threshold 60%; 80/20 PPPFA; 20 points for Specific Goals (HDI Black/Women/Disabled) with verification via CSD and, if applicable, medical certificates.
• Specific goals: HDI Black (100% owned = 10 pts; ≥51% = 5 pts), HDI Women (100% owned = 5 pts; ≥51% = 2.5 pts), HDI Disabled (100% owned = 5 pts; ≥51% = 2.5 pts; medical certificate required).

How to Apply

• Obtain bid documents: download from www.etenders.gov.za or collect at Nongoma’s Cashier (Lot 103 Main Street) from 24 Aug 2026; cost R400 per document (cash only) (see 9-1 T003/2026/27.pdf).
• Submission: sealed bids to Nongoma Municipality, Lot 103 Main Street, Nongoma 3950, by 12:00 on 22 Sept 2026 (no late submissions).
• Submission format: use official forms (not re-typed) and include all MBDs and Schedule 1; hand delivery to the bid box; no email/fax submissions.
• Briefing: no briefing session is planned (as per the bid documents) (see 9-1 T003/2026/27.pdf).
