Requirements

• Lett-able area 270–300 m²; location within 10 km of Bloemfontein CBD; 24‑month lease with possible month‑to‑month extension.
• Proposed premises must include: approved building plans, zoning certificate, proof of insurance (or letter of intent), CoCs (electrical, plumbing, gas, HVAC), occupancy certificate if occupied or ready for occupation, and automated backup generator.
• Compliance with National Building Regulations, OHS Act, Fire Regulations, SANS/SABS, energy efficiency, and municipal by‑laws; signed compliance declarations.
• Landlord to handle building maintenance (air conditioning, electrical, plumbing, generator, fire protection) and ensure IT infra (secure server room) and space planning/fit‑outs per TOR.
• Parking: minimum six covered, access‑controlled bays including one disabled bay, reserved for ARC.
• Fit-outs and installations to be provided by landlord (partitioning, offices, boardroom, server room, flooring, painting, carpentry) with layout matching the TOR.
• Office layout must include reception, kitchen, boardroom, six enclosed offices, open plan for six, and server room (24 000 BTU) as specified.
• Administrative and pre‑qualifications: bidders must be on the Central Supplier Database (CSD) with number and full report; complete Standard Bidding Documents (SBD) forms; submit to WalengN@arc.agric.za.
• Procurement approach: price and specific goals under the ARC 80/20 or 90/10 preference framework; include required proof for any specific goals (HDI, Women, Youth, PwD, BEE, SMME promotion).
