Overview

This RFQ seeks a service provider to deliver once-off public and corporate sector legal, governance (including financial) and risk advice to the SAMRC to fulfill the Minister of Health’s conditions for establishing a fundraising foundation. Bidders should have SA public-sector legal expertise, governance and financial governance capability, and relevant certifications (e.g., admitted attorney with public-sector focus; CA(SA)/Accounting Officer or equivalent).

Requirements

• Qualifications and expertise: legal (admitted attorneys, public-sector focus); governance and financial governance specialists (CA(SA)/Accounting Officer or equivalent); risk management and PFMA/treasury knowledge.
• Deliverables: independent verification report for the Minister of Health; supporting documentation and draft frameworks.
• Compliance: proven experience with SA legislation, public sector regulations, and nonprofit governance.
• Returnable documents (eligibility): valid tax clearance or PIN; CSD registration; company registration documents; BBBEE certificate.
• Additional mandatory requirements (scored): CVs and bios of lead consultants; at least 5 references; price quotation with a 30-day validity; complete pricing schedule (hourly rates, estimated hours, total).
• Financial/eligibility: quotations above R1 000 000 (VAT inclusive) will be disqualified.
• Project timeline: complete within 1 month.

• Pricing: complete the Pricing Schedule; provide a 1-month deliverable timeline; prices valid for 30 days; include all fees and disbursements.
