Overview

Maintenance, upgrade, and hosting of the Winnie Madikizela-Mandela Local Municipality GIS Web Portal, including design, data migration, and ongoing maintenance for an 8-month project with external hosting for 3 years. Suitable bidders are qualified, accredited GIS service providers with project teams registered with relevant professional bodies (e.g., SACPLAN and SAGC) and experience in municipal GIS portals, data management, and system integration.

Requirements

• Demonstrated GIS/system integration capability and hosting experience.
• Completed MBD bid documents (MBD1, MBD4, MBD6.1, MBD8, MBD9) and signed declarations.
• CIPC registration, certified director IDs, proof of CSD registration, and SARS Tax PIN (or Tax clearance status); if joint ventures, tax pins for all partners.
• Tax compliance via SARS TCS/PIN or CSD number; local content minimum 100%.
• No overdue municipal accounts beyond 30 days; no listing as a Tender Defaulter.
• Evaluation: 80 points for Price and 20 for Specific Goals; minimum 70% functionality to proceed.
• If a joint venture, submission of joint venture agreement and lead partner details.
• Compliance with GCC/SCC, and open competition rules; adherence to local content and open data standards.
