MANAGEMENT AND MAINTENANCE OF WINDSOR PARK GOLF COURSE AND DRIVING RANGE FOR A PERIOD OF 36 MONTHS

Overview

Management and maintenance of Windsor Park Golf Course and driving range for a period of 36 months. Bidders should have proven golf‑course management and maintenance capabilities (turf management, grounds maintenance, horticulture) and be registered on the National Treasury Central Supplier Database (CSD) and the eThekwini supplier/database; Joint Ventures must comply with CSD and SSC requirements.

Requirements

• Demonstrated experience in managing golf courses or similar projects with references.
• CVs for key personnel: Golf Course Manager and Green Keeper with relevant experience and qualifications; NQF level where applicable.
• Operational and resource plans: equipment list, ownership/lease status, age of equipment (prefer newer; replacement plan), and capacity to handle seasonal variations.
• Compliance: Occupational Health and Safety declaration; Tax Compliance Status (PIN) or Tax Clearance; Declaration of Municipal Fees; MBD 4, 5 (if applicable), 6.1, 8, 9; BBBEE documentation; CSD report or proof; Joint Venture agreements if applicable.
• Evaluation framework: 70+/100 minimum functionality threshold; 80/20 price‑preference (subject to SCT); ability to meet delivery, quality, and contract terms.
