Overview

Appointment of a panel of service providers to provide internal audit and related services for a period of thirty-six (36) months. MEGA invites professional auditing firms to bid to support the Internal Audit Unit, with related services such as ICT assurance and financial reporting reviews as required.

Requirements

• Compulsory administrative requirements: registered entity (Company/CC/Trust/Partnership), fully completed pricing schedule, signed SBD1/SBD4/SBD6.1, letter of authority to sign, certified IDs of directors, proof of CSD registration, executive approval if government employees are part, and fraud safeguards.
• Professional mandatory requirements: evidence of membership with relevant professional bodies for key personnel (IIA for Audit Manager and Engagement Director; ISACA/IIA/EC Council for ICT; SAICA or equivalents for Project Manager/Director; other bodies as listed).
• Functionality threshold: minimum 70/100 points to proceed; demonstrated experience, personnel qualifications, and methodology/capacity.
• Evaluation: 80/20 price and specific goals; three-stage adjudication (responsiveness, functionality, price); potential for negotiated fees; up to five panel members.
• Compliance: PFMA, Treasury regulations, and Preferential Procurement Regulations apply; confidentiality and anti-fraud clauses.
