Modernization of the Health System

Overview

Procurement of Chemistry Analyzer II for 4,815 units under the Indonesia Health Systems Strengthening Project, to be delivered and installed across multiple locations with training and maintenance. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) and is open to all eligible bidders as defined in the World Bank/AIIB procurement regulations, with two-envelope bidding and English bidding documents; delivery within 1 year of contract signing.

Requirements

• Open to all eligible bidders as defined in the World Bank/AIIB procurement regulations (international competitive bidding).
• Bidding conducted via two-envelope RFB process; English bidding documents; no payment for bidding documents.
• Bid Securing Declaration required to accompany bids.
• Beneficial Ownership Disclosure Form required as part of the Contract Award Notice.
• Pre-bid meeting held in hybrid format (Nov 9, 2026) with Zoom access.
• Delivery/installation of 4,815 Chemistry Analyzers across multiple locations, including training and maintenance; delivery expected within 1 year after contract signing.
• Evaluation: 40% technical/non-price factors; 60% bid cost.
• Documents may be obtained by email and downloaded from the MOH/IHSS site; English versions provided upon request.

• Obtain bidding documents by emailing pc3_sophi@kemkes.go.id; bidding documents are free; English versions available on request; electronic copies via https://kemkes.go.id/ihss.
• Attend Pre-bid meeting (Nov 09, 2026, 10:00 AM WIB) in hybrid mode (Zoom link provided in notice).
• Prepare and submit bids to the Purchaser’s address by 08 Dec 2026, 10:00 AM WIB; late bids will be rejected.
• Bids must include an outer envelope marked “ORIGINAL BID” and an inner envelope marked “TECHNICAL PART”; a separate “FINANCIAL PART” envelope will be opened later.
• Submit bids in sealed format; the Financial Part remains unopened until the second public opening.
• Ensure compliance with Bid Securing Declaration and Beneficial Ownership Disclosure Form.
