Overview

The Msunduzi Municipality seeks a Service Provider to redevelop its corporate website, integrate web application features, migrate content, and provide 36 months of managed support. The scope covers front-end/back-end development, content migration, API integrations (CRM, ERP, GIS), hosting coordination with SITA, training, and post-launch support. Suitable bidders are web-dev agencies with WordPress/Laravel expertise, API integration experience, accessibility/POPIA compliance, security, and change management capabilities.

Requirements

• Valid Tax Clearance and SARS Tax Compliance PIN; VAT registration required.
• Central Supplier Database (CSD) registration; provide CSD number and Unique Registration Reference Number; every JV/consortium party must comply.
• Complete Data Sheets (MBD forms) and Tender Form; where applicable, seal and sign with Commissioner of Oaths.
• Proof of prior similar website projects (three or more) and website maintenance contracts (minimum 12 months each).
• Evidence of Training capacity (three or more training programs on relevant platforms).
• Two-stage evaluation: Stage 1 Functionality (30 points); Stage 2 80/20 preference (price 80, specific goals 20); minimum 25 points to pass Stage 1.
• Compliance with legislation (MFMA, PFMA, MFMA, POPIA, OHS, COID, BCEA, VAT) and hosting/security requirements.
• Warranty (12 months) and 36-month maintenance; penalties of R500/day for milestone delays.

• Tender documents available from 02 July 2026 via etenders.gov.za; printed copies from SCMU at 5th Floor, A S Chetty Centre; non-refundable deposit R1,327.86.
• Submit hard copy and CD/USB in sealed envelopes marked Contract SCM 3 of 26/27 to the Central Stores, by 12:00 on 05 August 2026; public opening.
• Documents to submit: Tender Form, Pricing Schedule, Annexures A–F, Data Sheets 1–7, and any required certifications (Tax, CSD, CIPC, etc.).
• Registrations/pre-qualifications: CSD, Tax Clearance (TCS PIN), VAT status; include proof for JV/consortium if relevant.
