Overview

Two full-time mSCOA hands-on advisors will be hired by Gauteng Provincial Treasury to provide municipal finance support and oversight for mSCOA implementation, for 36 months. The two advisors will be based in the GPT regions (Sedibeng and West Rand) to assist municipalities including Emfuleni, Lesedi, Midvaal, Merafong, Mogale City, Rand West City, Sedibeng District, and West Rand District. Requirements

• Qualifications: Degree (minimum NQF7) in Financial Management, Accounting or Municipal Accounting (NQF8 preferred in practice).
• Experience: 5–10 years municipal accounting; 5–10 years in managerial roles; 5+ years implementing, managing and supporting mSCOA; hands-on work with all seven mSCOA segments; data conversion, chart alignment, UAT, go-live; ability to support audits and AFS/submissions.
• Specific capabilities: capacity to transfer skills to GPT officials; training and capacity-building plan; participation in national/provincial mSCOA activities.
• Documentation: CVs for each resource; SAQA evaluation for any foreign qualifications; TCS PIN or CSD number; B-BBEE evidence; CSD/ CIPC documents; SBD forms (1, 4, 6.1) as applicable.
• Contract/operational: full-time 36 months, based at GPT; 5–8 hours/day, up to 2000 hours/year per advisor; travel not paid; equipment and connectivity provided by advisors; EIS registration required for payments.
• Compliance: VAT registration if applicable; adherence to PFMA/PPPFA conditions; adherence to privacy and integrity requirements.
