Overview

NSP 1 Security Upgrade for Pembroke Substation is a construction tender to upgrade perimeter, inner and security fencing, perimeter and substation lighting, and integrated security systems at Pembroke Substation (East London). Bids are sought from contractors with civil/earthworks, electrical, lighting and security-system integration capabilities, under NEC3 ECC3 Option B (priced contract with BOQ). CIDB registration (if applicable) and related qualifications are relevant.

Requirements

• NEC3 ECC3 Option B contract framework; comply with the Pricing Data and Schedule of Deviations as applicable.
• CIDB registration number (if applicable) and relevant construction capabilities.
• Compliance with health, safety and environmental requirements ( Occupational Health and Safety Act No. 85 of 1993; Z6 and QA requirements).
• Insurance: provide and maintain the insurances per Insurance Tables A/B; certificate on request (Z13).
• Tax and VAT compliance: issue tax invoices within one week of payment certificates; include VAT number 4710303126 (Z7).
• Security and risk controls for copper theft; incorporate site security measures as outlined in the contract data (11.2 and Zs).
• Time and penalties: sectional completion dates (e.g., Substation Lighting Upgrade by 30 May 2027; Non-Lethal Fence by 31 Aug 2027; perimeter lighting by 30 Sep 2027; inner fence by 31 Oct 2027; commissioning and final completion by 30 Nov 2027 and 31 Jan 2028); daily delay damages of R10 000 per section, capped at 10% of total prices.
• Testing, commissioning and handover: site acceptance testing, CoC, and 12-month defect period; training/operational material where applicable.
