NCR1050.10.2026-THE APPOINTMENT OF A SERVICE PROVIDER FOR ALTERNATIVE DISPUTE RESOLUTION (ADR) AGENTS REGISTERED UNDER THE NATIONAL CREDIT ACT (NCA)

Overview

The NCR seeks to appoint a service provider for Alternative Dispute Resolution (ADR) agents registered under the National Credit Act (NCA). The assignment targets South African professional services providers with ADR/legislative research capability in the credit/financial sector, with adherence to tax, CSD, and BBBEE requirements and a clear plan to deliver a structured ADR-enforcement assessment over about six months.

Requirements

• South African service provider with SA credit/financial sector experience (8+ years for high scoring).
• A team including a team leader with 5+ years relevant research experience; CVs and at least a degree required.
• Ability to deliver legislative/regulatory review, institutional/operational assessment, stakeholder and comparative analyses, and practical recommendations.
• Compliance: tax clearance/tax PIN; CSD registration (vendor number starting with MAAA); acceptance of General Terms and Conditions; BBBEE considerations; SBD forms.
• Evidence/letters: at least three reference letters; provide proof for specific goals as relevant for the 80/20 scoring.
• Evaluation uses 80/20 preference points (price 80, specific goals 20); minimum 70 points to be considered.
• Duration: project estimated at 6 months from SLA signing; deliverables include inception, draft, final reports, and a final presentation.
