Overview

NDOFELA CLINIC PHASE 2 - UPGRADE AND ADDITIONS TO THE CLINIC is a 24-month construction contract to upgrade and add to the Ndofela Clinic in Sterkspruit. It targets CIDB Grade 7GB PE/8GB or higher General Building contractors with clinic renovation/upgrade experience. The project includes 30% subcontracting to Local SMMEs and ICDP Contractors in the Joe Gqabi district. Bidders should have CIDB registration, be a legal entity, and prepare to comply with the DPWI tender process (JBCC contract basis; 120-day validity).

Requirements

• Eligibility and qualifications
• CIDB Grade 7GB PE/8GB or higher; active CIDB status during award; legal entity; VAT status as applicable.
• Key staff and competencies (Construction Manager, Site Agent, Foreman, OHS) with SACPCMP registrations where required; project references with CVs.
• Documentation and compliance
• Registration on Central Supplier Database (CSD) and Tax Compliance status; SBD forms (1, 4, 6.1); Compulsory Enterprise Questionnaire; Form of Offer and Acceptance; Record of Addenda; JV certificates if applicable; POPIA consent.
• Subcontracting and procurement terms
• 30% subcontracting within Joe Gqabi: 20% Local SMME Contractors and 10% ICDP Contractors; EPWP policy applicable.
• Evaluation and rules
• Phase-based evaluation: Functionality (minimum 60/100 to proceed), then Administrative/Compliance, then Price and Preference (80/20 or 90/10 PPPFA based on value). Fully complying bids are required for consideration (no alternatives) (Tender Document).
