Overview

NHBRC seeks a service provider to deliver Physical Guarding and Armed Response at three Gauteng NHBRC offices for a 3-year term. Bidders should be qualified security service providers with 24/7 manned guarding, armed response capability, PSIRA registration (guards Grade C; supervisor Grade B), SAPS clearance, and compliance requirements (CSD registration, tax clearance, ICASA license if applicable). See the attached Final TOR for full scope and locations (e.g., Sunninghill, Hatfield, Soshanguve) and the requirement to install panic buttons and active guarding/tracking systems.

Requirements

• Compliance and registrations: CSD/MAAA, SARS tax clearance or PIN, PSIRA registrations, SAPS clearance, COIDA, UIF, ICASA license (if applicable), Fidelity insurance ~R10M.
• Personnel and operations: 24/7 on-site guards and armed officers, on-site supervisor, on-ground patrols, vetted staff with SAPS clearances, radio communications, necessary equipment (torches, metal detectors, etc.), security registers and incident reporting.
• Systems and procedures: Access control, panic buttons linked to NHBRC control room, guarding tracking system, visitor management, emergency response plan, CCTV oversight, and documented policies/training.
• Evaluation: Three-stage process—Stage 1 compliance, Stage 2 functionality (paper 60 pts + site 40 pts; min 80), Stage 3 price/BBBEE (80/20 or 90/10).
• Documentation: Annexure A cost breakdown, SBD forms (1, 4, 3.1, 6.1), CSD/MAAA, ICASA where applicable, latest CIPC, SARS PIN, and director identifications. See attached documents for exact mandatory items (e.g., SBD FORMS_1 4 and 6.1 3.1.pdf; Final TOR).
