Overview

North-East Grid: Phase out of Asbestos Material – asbestos removal, transportation and disposal services for substations in Mpumalanga. Bidders should be qualified asbestos contractors (Type 2 or 3) with competent personnel, approved disposal arrangements, and EMS/SHEQ capabilities to perform removal, transport and final disposal across the listed sites (Middelburg CLN, Witbank CLN, Lowveld CLN, Highveld South CLN).

Requirements

• Mandatory technical evaluation criteria:
  • Valid proof of registration as an Asbestos Contractor (Type 2 or 3) or proof for subcontractors; letter of intent if subcontracting (Asbestos Removal Reissue 2_Technical.zip).
  • Demonstrated competence of personnel in asbestos removal/replacement with non-asbestos materials (training certificates).
  • Registered Asbestos Worker Supervisor; registered Asbestos Worker (Skilled/Semi-Skilled).
  • Ability to transport asbestos waste to a registered disposal site (valid transport permit for hazardous waste).
  • Approval certificate of final disposal site.
  • Evidence of training per Asbestos Abatement Regulations 2020; medical surveillance for personnel.
  • Overall technical tender must meet an 80% threshold to advance (Tender Technical Evaluation Criteria ALPH24P15-SE-E80).
• Environmental and safety compliance:
  • Environmental Management Plan/Program, EMPr, and Waste Management Plan; adherence to EMS requirements; environmental authorisation where applicable (Environmental Returnable Proforma and EMPr documents).
• Other tender readiness:
  • Compliance with NEC3 ECC3 framework (Option B, priced contract with BOQ) and site-specific risk considerations (C1/C2 data).
