Overview

Procurement of a security services provider to supply 24/7 guarding, access and exit control for North West CET College for 36 months. The contract targets security service providers with PSIRA registration, tax/compliance credentials, and the capacity to deliver continuous campus security, vehicle/pedestrian screening, and incident response.

Requirements

• Administrative and mandatory criteria: valid company registration (or equivalent) with directors/partners, detailed pricing schedule, proof of bank account, CSD registration, UIF and PF registrations, COIDA good standing, tax clearance (or tax compliance), SBD 1/4/6.1/8/9 completed, and a valid PSIRA registration for the provider and management.
• Technical and operating prerequisites: PSIRA Grade C requirement, company profile, detailed security proposal, proof of address, liability insurance, and COIDA/UIF compliance, as well as certificate of independent bid determination and declaration of interest.
• Functional and personnel requirements: induction for staff, English proficiency (plus another official language), on-site supervision, defined guard establishment (e.g., day/night guard numbers and grades), uniformed presentation, access control capabilities, and adherence to SLA monitoring.
• Evaluation criteria: minimum 70 points for functionality to qualify for price/PPB evaluation; 80/20 preferential procurement with scores for women, disability, youth, enterprise location, and BBBEE status (level 1–2 QSE/EME). Documentation to verify goals is required.

• Submission deadlines: site briefing on 24 August 2026 at 10:00 (mandatory); enquiries by 01 September 2026 at 10:00; closing date 04 September 2026 at 11:00.
• Submission method: deliver one original in a marked envelope and one copy in a separate envelope to NW CET College’s tender box at 45 Van Velden Plaza; no email/fax submissions accepted.
• Documents to submit: complete SBD forms (1, 4, 6.1, 8, 9), pricing schedule, company registration, bank details, CSD, UIF, PF, COIDA, PSIRA certificates (provider and owners/management), proof of address, insurance, triplicate of company profile and a detailed proposal; supporting documents for evaluation (references, testimonials, financials, BBBEE status) optional but advantageous.
• Pre-qualifications: valid tax clearance, VAT registration if applicable, and proof of CSD registration.
