Overview

SHRA seeks a service provider to develop the Free State province rental housing strategy, implementation plan and provincial market and demand study for social housing. Suitable bidders are those with relevant expertise in housing policy, strategic planning, market/demand analysis, and project management, with familiarity of the Free State social housing context.

Requirements

• Compliance with tax obligations (submit SARS Tax Compliance Status PIN or a Tax Clearance; if no TCS, provide a CSD number). If in a consortium, each party must submit separate TCS/CSD. No bids from persons in the service of the state.
• Submit a B-BBEE status certificate or sworn affidavit to qualify for preference points (for EMEs & QSEs).
• Adhere to General Conditions of Contract (GCC) and any Special Conditions; provide a performance security within 30 days of award; ensure proper contract execution and risk management.
• Bids must be delivered by the stipulated time to the correct address; late bids are not accepted.
• Be prepared for standard bid documentation and sign-off requirements (proof of authority, e.g., company resolution).
