Overview

Procurement of an online vending and third-party vending system including value-add systems for three years. Matjhabeng Local Municipality seeks a vendor to implement, support and integrate a STS Edition 2 compliant Prepayment Electricity Meter Vending System and an AMI Head End System, with data management, revenue protection and integration to core financials and mSCOA. Eligible bidders are IT/system integrators with experience in prepayment metering, STS/AMI, data migration, and revenue management; CIDB registration (where applicable) and B-BBEE compliance are expected.

Requirements

• STS Edition 2 certification for the Lead Partner; proof via STS certificate.
• Stage 1 administrative compliance: authority to sign, JV agreement (if any), company registrations and IDs for partners, municipal accounts, CSD registration or Tax clearance, and other required forms.
• Stage 1 functionality: minimum 70/100, including validated references, STS proof, project staffing (e.g., Projects Manager, Contract Manager), call centre capability, and banking rating.
• General prerequisites: Tax Compliance Status Letter/PIN, CIDB certificate (where applicable), municipal rates/charges, authorized signatory resolution, MBD forms 1/4/5/6/8/9, contract form, and JV documentation if applicable.
• Additional: ISO 9001/14001/27001/45001, ISO 8583, and related certifications if applicable; Letter of Good Standing from Compensation Commissioner; adherence to GCC/SCC and procurement policy; and adherence to local content/locality scoring rules.

How to Apply

• Submission deadline: 09 July 2026 at 14:00.
• Submission method: hand-delivered to the Tender Box at Matjhabeng LM offices (Civic Centre, 319 Stateway, Welkom). Do not post or fax; envelopes must be clearly marked with tender number and title.
• Documents to complete/submit: all MBD forms (MBD1, MBD4, MBD5, MBD6.1, MBD8, MBD9), Contract Form, Joint Venture Agreement (if applicable), Pricing Schedule (Part 2.2), and supporting documentation (auth signatory resolution, CIDB, tax clearance, CSD or equivalent, municipal accounts, audited statements if required).
• Pre-qualifications: Tax clearance PIN, CIDB registration (if applicable), CSD registration (or SARS tax status if not registered on CSD), proof of municipal rates/charges, and a valid Letter of Good Standing from the Compensation Commissioner.
• Briefing session: Compulsory information session on 09 July 2026 (14:00). Attendance is required for all JV partners; venue details are in the tender documents (see Part 1).
