OPERATION AND MAINTENANCE MANAGEMENT OF THE STELLENBOSCH, WEMMERSHOEK AND PNIEL WASTEWATER TREATMENT UNTIL 30 JUNE 2029

Overview

Procurement of the operation and maintenance management of Stellenbosch, Wemmershoek and Pniel Wastewater Treatment Works until 30 June 2029. It targets experienced water/wastewater contractors with CIDB class 4 ME or higher, who can supply on-site supervision and meet performance targets, penalties and compliance requirements. Bidders must be on the Central Supplier Database (CSD), have tax compliance (SARS TCS/PIN) and provide BBBEE documentation.

The contract covers operation, preventative maintenance and maintenance management, with an on-site qualified supervisor and adherence to the agreement’s performance guarantees and timeframes. (see Tender BSM 19/27 documents)

Requirements

• CIDB class of construction works: minimum 4 ME or higher.
• Registration on Central Supplier Database (CSD).
• Tax compliance: SARS TCS PIN; may submit TCS certificate; foreign bidders to complete pre‑award questionnaire; each consortium member to provide TCS/CSD.
• BBBEE: provide BBBEE level verification or sworn affidavit (for preference points).
• On-site supervision: contractor must appoint a suitably qualified and experienced person to oversee operations and maintenance.
• Compliance with SCM Policy and relevant tender terms.
• Attendance at compulsory clarification/site meeting. (see documents)

• Submissions close 02 November 2026 at 12:00.
• Submit in a sealed envelope to the Tender Box at Stellenbosch Municipality, Plein Street. (see Tender Box instructions)
• Tender documents: obtain from www.stellenbosch.gov.za; hard copies via SCM Unit for a fee (R835).
• Required documents: official bid forms, pricing schedule, Bill of Quantities, MBD7 contract form, CSD/TCS documentation.
• Registrations: CSD; SARS TCS PIN; foreign bidders’ pre-award questionnaire if applicable.
• Clarification/site briefing: mandatory on 13 October 2026 at 11:00, Stellenbosch WWTW (attendance certificate required). (see Tender BSM 19/27 documents)
• Documentation validity: bids valid for 180 days.
• Evaluation: 90 points for Price, 10 for BBBEE. (see Tender Documents)
