Overview

Appointment of a panel of service providers for the provision of food catering services to the FSCA for a two-year period. The panel will comprise ten providers and the contract runs from around 01 October 2026. Suitable bidders are corporate/onsite caterers with experience delivering food and beverage services to large offices, ability to supply standard, kosher and halal options, robust health and safety practices, and compliance with regulatory and BMEE prerequisites (see Annexures in the TOR).

Requirements

• Pre-qualification criteria:
  • Certificate of Acceptability (Regulation R638, FSA Act)
  • Registration with recognised Hospitality Industry Associations
  • Current good standing with COIDA
  • Insurance liability minimum R1 million
• Compliance and registrations: Central Supplier Database (CSD) registration; where applicable, SARS Tax Compliance Status (PIN) or CSD number
• Experience and staffing: reference letters for corporate catering in the last 5 years; CVs of Operations/Project Manager and supervisor with relevant experience
• Scope and capabilities: provide food and beverages, catering equipment, hygiene standards, and after-hours/ad hoc event support; no cooking on FSCA premises; delivery at least 30 minutes prior; staff uniforms and name tags; flexible menu options including dietary requirements (standard, kosher, halal)
• Quality and audits: nutrition/food safety in hygienic environments; potential site visits and independent hygiene audits
• Contract framework: 2-year panel; SLA to measure performance; escalation of prices per tender terms
• Evaluation criteria: 80/20 preference points (Price 80, Specific Goals 20); specific goals include women ownership ≥51%, Gauteng location, and Black-owned ≥51% (proof required)

• Pricing: Annexure B indicative pricing; pricing must be firm and include all taxes; CPI escalation applicable in year 2 (4.5% assumed in guidance)
