Overview

This tender establishes a panel for the provision of general building maintenance services (CIDB GRADING DESIGNATION 1 – 5 GB) for Mkhondo Local Municipality on an as-needed basis for 36 months. Bidders should be competent general building contractors with CIDB 1–5 GB, able to operate as a panel supplier, and meet mandatory compliance and registrations (CIDB, CSD, SARS TCS, COIDA).

Requirements

• CIDB grading 1–5 GB and valid CIDB certificate.
• Full Central Supplier Database (CSD) registration report (not a summary) not older than 1 month.
• Tax compliance: valid SARS Tax Compliance Status PIN (TCS) or equivalent.
• Municipal accounts for both the entity and all directors (month ended Aug 2026) or valid lease agreement; not in arrears >90 days.
• Compulsory returnable documents: Schedule 1 (board resolution), Schedule 2 (consortium/JV), Schedule 4 (tender commitments), Schedule 5 (enterprise questionnaire), Schedule 8 (water & lights certificate), Schedule 9 (water & lights certificate) plus MBD 1, 4, 7.1, 8, 9; Authority to Sign; CIDB certificate; COIDA certificate; company registration; certified IDs for directors.
• Company and directors’ municipal accounts or lease; directors’ IDs; authority to sign; COPA/COIDA compliance.
• No disqualifying criteria (e.g., in service of the state, restricted supplier lists).
• Stage 2 requires evidence of company experience and key personnel with qualifications (per evaluation schedule).
