Overview

FSCA intends to appoint a panel of recruitment service providers to supply recruitment services to the FSCA for five years. This open-tender panel covers multiple recruitment categories (general recruitment advertising, temporary recruitment and placement, response handling, sourcing of candidates, headhunting/specialist search, and Actuary/Data Analytics/Fintech recruitment). Suitable bidders are professional recruitment/HR firms with membership in a recognised body (APSO or equivalent), capable of delivering across categories, with demonstrated track records, CVs of specialists, and compliant with tax/CSD requirements.

Requirements

• Pre-qualification: valid membership in a professional body (APSO or equivalent) with FSCA verification.
• Compliance: may be eliminated if pre-qualification criteria are not met.
• Documentation: complete Standard Bidding Documents (SBD 1, SBD 4, SBD 6.1) and Annexures; sign in ink; initial every page.
• Registration and checks: Central Supplier Database (CSD) registration; SARS Tax Compliance Status or PIN; potential background checks; BBBEE considerations.
• Capabilities: provide references, CVs of recruitment specialists, detailed business profile, and capacity across bidding categories.
• Contract terms: five-year service period; adherence to timelines; possible site visits and SLA requirements.

How to Apply

• Briefing: non-compulsory briefing on 07 July 2026 at 11:00 (Teams); link published on FSCA website.
• Submissions: bids must be delivered in sealed envelopes to FSCA or couriered; no email submissions. Include two printed copies (one original, one copy) plus one electronic PDF copy (see TOR FSCA2026/27-T008) and clearly mark Bid No FSCA2026/27-T008.
• Deadline: close 30 July 2026 at 11:00; bid validity 120 days.
• Documents to submit: SBD 1, SBD 4, SBD 6.1, Preference Points Claim Form (PPP Regulations 2022), and related annexures; complete Annexure A (categories) and Annexure B (pricing).
• Registration: ensure CSD and SARS TCS/PIN compliance; provide required documentation for any joint ventures or consortia (separate TCS/CSD for each party).

• Pricing is rate-based per category (Annexure B) with CPI escalations; specific goals may yield preference points (80/20 system) per the PPP Regulations (TOR FSCA2026/27-T008).
