Overview

Panel for service providers to provide testing, inspection, maintenance, repairs, and servicing transformers and various medium voltage motors, electrical distribution and protection equipment for Amatola Water pump stations and water treatment works for three (3) years on ad-hoc basis. CIDB grading required: 3EP or higher; bidders should have MV electrical maintenance capabilities and relevant qualifications to support a panel-based allocation process.

Requirements

• CIDB registration: active 3EP or higher (or capable to be prior to evaluation); JV partners allowed with conditions.
• Experience and personnel: four MV projects in past 10 years; Maintenance Manager (5 years MV experience; electrical degree and appropriate professional registration) and Specialist Artisan (5 years MV experience; Master Installation Electrician with HV authorisation).
• Certifications: CIDB registration, ECSA (Pr Tech Eng/Pr Eng or equivalent), Specialist Artisan HV authorisation, Department of Labour registrations (UIF), COID letter, Electrical Contractor registration; SARS tax clearance; National Treasury CSD registration.
• Team continuity: use the same team as submitted; if unavailable, provide equally qualified replacements; ensure CIDB limits are not exceeded.
• Documentation and compliance: complete SBDs (e.g., SBD 4), JV agreements if applicable, Certificate of Authority, Record of Addenda; attendance at compulsory clarification with signed attendance; SCM policy compliance.
• Evaluation/contract: 80/20 preference system; tender validity 120 days; standard CIDB GCC 2025 terms; rotation/ equitable allocation of tasks; HV/high-risk services require Specialist Artisan with authorisation.
