Overview

Panel of Attorneys and Forensic Work for a period of 36 months. Experienced Attorneys/Law Firms or Forensic Firms are invited to join a panel to provide legal and forensic services to eDumbe Municipality as needed over 3 years (see Attorneys Proposal document.pdf). No briefing session will be conducted; documents/downloads are via etenders or the Edumbe site (Attorneys Proposal document.pdf).

Requirements

• Legal practice registered under the Attorneys Act; proof of Professional Registration.
• Legal Practice Council registration in good standing and Fidelity Fund certificate.
• Tax compliance: SARS Tax Compliance Status PIN or proof; CSD registration/summary.
• Company/Director IDs (and relevant company registrations) and returnable documentation (IDs for Directors/Owners/Shareholders, CSD report, rates/taxes).
• Proof of insurance/indemnity and COIDA good standing.
• Authority to sign declarations; confidentiality and indemnity commitments.
• Compliance with Preferential Procurement Regulations; mandatory forms MBD1, MBD4, MBD6.1, MBD8, MBD9; MBD3.3 pricing schedule.
• Disclosure of conflicts of interest; no work unless engagement letters issued.
• Two-envelope bid submission (Technical and Financial) in hard copy; delivery to the specified address by the deadline (see attached documents).

• Closing date/time: 22 July 2026 at 12:00; bids submitted in sealed envelopes in the Bid Box at 10 Hoog Street, Paulpietersburg (Attorneys Proposal document.pdf).
• Submission method: hard copy, two envelopes (Envelope one: Technical; Envelope two: Financial); include the bidder’s name and address on the back.
• Returnable documentation: fully completed bid document, Company Registration, certified IDs, CSD/Tax PIN, SARS PIN, LPC registration, Fidelity Fund, COIDA, evidence of rates/taxes, proof of indemnity, and other items listed in the bid documents (Attorneys Proposal document.pdf).
• Required registrations/pre-qualifications: Tax Compliance Status, CSD, LPC, Fidelity Fund, COIDA; ensure all forms MBD1/4/6.1/8/9 and MBD3.3 are completed (Attorneys Proposal document.pdf).
