Overview

Ingquza Hill Local Municipality invites bids for a Panel of Attorneys for a period of 18 months. Bidders should be qualified law firms or practices with experience across Commercial/Contract, Civil Litigation, Labour, Constitutional, Administrative, Construction, Insurance, Corporate Governance, Criminal, Environmental, Property/Conveyancing, By-Laws/Local Government policies, and related specialized fields; directors must have High Court right of appearance, and firms should provide ongoing support and ADR capability.

Requirements

• Valid CSD registration and SARS Tax Compliance Status (PIN) or equivalent proof.

• Completed and signed MBD 1-9 declarations; MBD 2 Tax Clearance; suitable Tax Status.

• Accreditation Certificate (Fidelity Fund Certificate) not older than 11 months.

• Evidence of no undisputed municipal accounts overdue by more than 30 days.

• Evidence of Good Standing with the Law Society, and Admission Certificates (Attorney; Conveyancer if relevant).

• Demonstrated capacity to deliver: dedicated staff, ability to use ADR, and proper project management with reporting.

• Compliance with SCM and Abuse policies; not in the service of the state; not listed on tender defaulters lists.

• Evaluation criteria include: Functionality (100 points: Experience, Expertise, Accreditation, Methodology) with a 70/100 threshold to proceed to Price (80) plus Specific Goals (20). Specific goals include youth, women, disability, and black ownership.
