PANEL OF EXTERNAL QUALITY ASSURANCE ASSESSORS NATIONALLY FOR 36 MONTHS

Overview

Procurement of a panel of nine External Quality Assurance Assessors, plus a Project Manager/Lead, to deliver national external QA/ETQA services for 36 months. The contract covers site validation and monitoring visits, review of learner assessments and moderation, and reporting to CATHSSETA across South Africa. Suitable bidders are professional services firms with ETDP SETA Assessor/Moderator credentials, proven SETA/ETQA experience, and capacity to deploy nine assessors plus a project lead for nationwide activities.

Requirements

• Nine External Quality Assurance Assessors with ETDP SETA Assessor and Moderator statements (or equivalent OD ETD qualifications); detailed CVs and proof of qualifications for all nine; evidence of 3+ years’ SETA-related experience.
• A Project Manager/Lead with 10+ years’ ETQA-related project management experience; CV and client reference letters with purchase orders.
• Proof of completion of prior accreditation/site visits, external moderation, and related QA activities (reference letters on client letterhead with PO numbers).
• Compliance documents: Tax Compliance Status (PIN) or SARS SARS-CSD registration; CSD number if no TCS PIN; BBBEE certificate; VAT/registration details; SBD forms as required; GCC; and timely bid submission via the online portal.
• Alignment of pricing to the 36-month scope, including a detailed Pricing Proposal and a Ceiling Price on SBD Form 3.3; properly labelled digital files.
