Overview

Provision of legal services through a panel of four service providers for a 3-year term. Suitably qualified attorneys registered with the relevant Law Society, with experience in local government law, debt recovery, contracts, administrative and constitutional law, labour and other municipal-related legal services, should bid.

Requirements

• Attorneys must be professionally qualified, registered with the relevant Law Society, and in good standing.
• Demonstrated experience in local government law, debt recovery, contracts, administrative and constitutional law, labour matters; provide evidence (reference letters, CVs).
• Compliance with KMLM SCM requirements and regulatory filings: CSD, SARS PIN, tax clearance, fidelity certificate, Law Society registration and good standing, B-BBEE certificate, municipal rates, MBD forms.
• Bid submission in two sections (technical and financial) in one sealed envelope; pricing valid for 90 days; follow PPPFA and tender rules including local-content declarations where applicable; evaluation uses 70%+ stage-1 functionality, then 80/20 or 90/10 price-goals split with points for specific goals (HDI equity, youth, women, disability, rural).
• Deliverables/locus of work include Administrative Law, Local Government Law, Labour Law, Commercial & Contract Law, Conveyancing, Debt Recoveries, and favourable court orders; capacity requirements include at least two team members with relevant qualifications and 5+ years’ experience, plus Law Society registration and Good Standing.

• Submission: Hand delivered to the New Qumbu Town Hall tender box; one original; two sections (Technical and Financial) in one sealed envelope; include MBD forms as required.
• Documents to submit: CSD number, SARS PIN, tax clearance, Law Society registration and good standing, B-BBEE certificate, proof of municipal rates, MBD1/2/4/6/8/9 as applicable, pricing schedule Annexure B, CVs and qualifications, three client reference letters; local-content declarations (MBD6.2) where applicable.
