Overview

Panel for Maintenance of Roads for a period of 18 months (Part 2) – Winnie Madikizela-Mandela Local Municipality. Up to 20 service providers will be appointed to maintain gravel roads on an as-needed basis over 18 months, with work issued via Works Orders. Bidders must have CIDB 4CE or higher and demonstrate capacity for site establishment, rehabilitation and associated works on gravel roads. Documents are available on etenders.gov.za, with submissions via email.

Requirements

• CIDB grade 4CE or Higher (proof required).
• Proof of registration on the Central Supplier Database (CSD) and SARS tax compliance (PIN or TCS). If part of a joint venture, provide separate TCS/CSD for each partner.
• Complete and submit MBD1, MBD4, MBD6.1, MBD6.2, MBD6.4, MBD8 and MBD9 (see Panel of Maintanance of Roads for Period of 18 Months PART 2.pdf).
• Billing Clearance Certificate or a statement confirming no undisputed municipal accounts overdue >30 days, plus a signed declaration of no outstanding municipal debt.
• Audited or reviewed annual financial statements for 3 years.
• Central Database registration; VAT registration if turnover > R2.3 million (or note VAT status).
• Health and Safety: OHSA/Construction Regulations compliance, Health and Safety Plan, COID good standing.
• EPWP/local labour targets: demonstrated plan and penalties for non-achievement (as applicable).
• Availability of key plant/equipment or signed plant hire agreements; attach relevant registrations or lease docs.
• Functionality: minimum 70/100 to proceed to price evaluation (experience, team, methodology, equipment, etc.).

Notes: documents and evidence are evaluated under a two-stage process (Functionality then 80/20/90/10 price and specific goals) per the attached tender data.
