Overview

Panel of multi-disciplinary consultants to package, source funding and manage LED and infrastructure projects for éDumbe Local Municipality for 36 months. Open tender for experienced service providers with registrations in engineering, planning, environmental approvals, funding sourcing and procurement support to deliver local economic development (LED) and infrastructure programmes.

Requirements

• Professional registrations for key personnel (e.g., Professional Engineer with ECSA; Town/Regional Planner with SACPLAN; Construction Manager with SACPCMP) with CVs; ability to deliver LED and infrastructure scope.
• Ability to package LED projects, source non-municipal funding, draft tender specifications, design and approve infrastructure, and act as municipal agent for technical design and contract documentation.
• Compliance and returnable documents: Tax compliance status (SARS PIN/TCS), CSD number or separate TCS per party in a JV/consortium, fully completed MBD forms (MBD1, MBD4, MBD6.1, MBD8, MBD9), company registration certificates, JV agreements where applicable, statement of municipal accounts, proof of address, certified IDs, and CSD summary (certified copies within 6 months).
• Functionality and evaluation: minimum 70/100 for functionality; 80/20 price and preference points system with Local Economic Development goals (20 points within KwaZulu-Natal, 15 outside) and required supporting documentation.
