Overview

Appointment of a panel of psychometric assessment service providers to the FSCA for five years, to conduct competency, personality, emotional intelligence, team-role, leadership and development assessments for FSCA staff and recruitment. FSCA invites bids from qualified psychometric providers to be listed on a panel and deliver assessments as required (onsite at FSCA premises where needed).

Requirements

• Valid membership with a professional body (e.g., EAPA, HPCSA or equivalent) with proof; FSCA may verify (pre-qualification 26.1–26.2).
• Demonstrated capabilities and experience in psychometric services; CVs of psychometrist and account manager with 5+ years’ relevant experience (desktop evaluation criteria in Section 29).
• Detailed methodology showing understanding of FSCA needs and sample reports (Section 29 D).
• Scope of work compliance: competency, personality, emotional intelligence, team role, leadership, development assessment; onsite assessments and feedback; use of own tools; deliver a detailed report within 3 working days (Section 27).
• Tax and supplier registration compliance: SARS PIN or Tax Compliance Status (TCS); if no TCS, provide CSD number; CSD registration required for bidders; BBBEE considerations with proof for preference points (Section 2.7; Annexes etc.).
• Pricing to be submitted separately on the Pricing Schedule; rates must be in Rand and inclusive of taxes (Section 5; SBD 3.3).

How to Apply

• Questions: submit in writing by 17 July 2026; consolidated answers published after 3 working days (same document).
• Submissions: hard copies in a sealed bid box or couriered to FSCA; email or similar submissions not allowed (see 4.1–4.6) and address is Riverwalk Office Park, 41 Matroosberg Road, Ashlea Gardens, Pretoria.
• Documents to submit: Standard Bidding Documents – SBD 1, SBD 3.3 (pricing), SBD 4 (Disclosures), SBD 6.1 (BBBEE/Specific Goals) and a separate pricing schedule; ensure all pages are initialed as required (Annexes and Admin Checklist in the TOR) (Section 33; SBDs).
• Registrations: ensure CSD registration and/or SARS TCS PIN; provide tax clearance documents as applicable (Section 15–2.7).
• Evaluation: compliance, desktop functionality (min 80/100), 80/20 preference points for price and specific goals, with possible site visits (Section 28).
