Overview

Panel of Security Service Providers for the Provision of Security Services for a Period of 3 Years. Buffalo City Metropolitan Development Agency (BCMDA) seeks PSIRA-compliant security service providers to form a panel for on-demand security services over three years, including static guarding, access control, patrols, armed response, asset protection, incident reporting, and construction-site security. Requirements

• PSIRA compliance:
  • Valid PSIRA Registration Certificate for the company
  • Valid PSIRA Letter of Good Standing for the company
  • Valid PSIRA registrations for directors/owners
• Firearm compliance: five certified firearm licenses in the company name
• Insurance/Labour: COIDA in good standing; Public Liability Insurance minimum R5 million
• Tax/Pre-qualification: SARS tax clearance or PIN; CSD number if no TCS; B-BBEE status documentation; JV/consortium agreements if applicable
• Other: no shared personnel among panel members; provide proof of current municipal accounts for the bidder and directors; compliance with all bid-document requirements (MBD forms 4, 8, 9) for JV/consortia
• Functionality threshold: minimum 70/100 points to progress (see below)
• Bid validity: bids valid for 120 days
• Note: sharing of resource personnel among panel members will be disqualified (see attached terms)

Functionality evaluation (minimum 70/100 to qualify) includes:

• Experience of the tendering entity (min value R3M; 5+ projects = 20 pts; 3–4 = 15; 1–2 = 10; evidence via client letters)
• Site manager expertise and PSIRA Grade A (≥5 yrs = 20; 3–5 yrs = 15; <3 yrs require detailed CV)
• Manpower capacity (PSIRA-graded guards and armed personnel; points per full grade mix)
• Vehicle capacity (4+ vehicles = 15; 3 = 10; 2 = 5)
• Firearms capacity (5+ firearms = 20; 4 = 15; 3 = 10)
