Overview

Procurement of a panel of six service providers to rehabilitate gravel roads, upgrade bridges and manage stormwater works for 36 months. Suitable bidders are civil/construction contractors with CIDB grading 5CE or higher (4CE+ for joint ventures), demonstrated roadworks/rehabilitation experience, and the capacity to meet EPWP labour-intensive requirements, safety, and documentation standards.

Requirements

• CIDB contractor grading: 5CE or higher (4CE+ for JV with consolidated active grading).
• Proof of registrations and clearances: CIDB, Central Supplier Database (CSD) number, SARS tax pin and VAT status, good standing with tax authority.
• Returnable documents and qualifications: company profile; evidence of similar projects; signed JV agreements (if applicable); proposed subcontracts; health and safety declarations; qualified personnel and relevant CVs.
• Health, safety and compliance: OHSA 1993 and Construction Regulations compliance; Health and Safety Plan; SACPCMP registration for Safety Officer; POPIA/compliance addendum.
• Local procurement goals: comply with Mhlontlo local goals and preference policies; 80 points for price, 20 for local goals; minimum 70% functionality threshold.
• Documentation and verification: provide required forms and schedules (e.g., returnable schedules, Form of Offer and Acceptance, Schedule of Quantities) and ensure all declarations (anti-corruption, tender defaulters, etc.) are completed.
