Overview

Procurement of a panel of skills development providers for a period of two (2) years to train Ingquza Hill Local Municipality officials, councilors, community members and relevant stakeholders. Suitable bidders should be accredited (QCTO or SETA such as LGSETA, CETA, MICT SETA, SERVICES SETA, ETDP SETA, etc.), have municipal training experience (minimum ~5 years), and be able to deliver training aligned to the municipality’s Workplace Skills Plan and various directorates.

Requirements

• Accredited with QCTO or a relevant SETA; specify sector accreditation, unit standards, and NQF levels.
• Minimum 5 years’ training experience in the Municipal Environment; knowledgeable about Skills Development Act, Skills Development Levies Act, and National Skills Strategy.
• Ability to provide quotations for required trainings; venue verified by SETA if needed; staff qualifications/CVs showing ≥3 years’ experience on similar projects.
• Proof of SARS Tax compliance (TCS PIN) and valid Tax Clearance; CSD registration; separate TCS/Pin for consortia or JV.
• Detailed company profile with at least two client references; clear methodology; accreditation certificates from SETA/QCTO; CVs of facilitators.
• Training components aligned to SAQA US/Qualifications; MFMA-related courses may require National Treasury competency registration.
• All non-NQF courses must include accreditation certificates; municipality may source external services if needed.

• Submissions: hand-delivered to 135 Main Street, Flagstaff, 4810, in a sealed envelope, IHLM/27/2026-27/ADMIN, by 12:00 on 02 October 2026.
• Documents to submit (as per MBD1-9 and ad hoc requirements):
  • Valid Tax Clearance and SARS TCS PIN; CSD registration; proof of accreditation (QCTO/SETA) and areas of accreditation.
  • Completed MBD 1-9 declarations; detailed company profile; two reference letters; CVs of training facilitators/project team.
  • Proof of no overdue municipal accounts; evidence of VAT/CSD status as applicable.
• Site briefing/compulsory meetings: may be required; check adverts for attendance details (see attached document).
• Tender validity: 90 days from closing date.
