Panel of three advertising agencies for a period of two years (Re-advert). Advertising agencies with proven capability in campaigns, media planning/buying, creative services, digital marketing, and communications should consider bidding. Requirements

• Complete and submit all MBD forms (MBD 1–9) and Annexures A–F; where applicable, provide a comprehensive JV agreement.
• If a bidder has CIDB Grade 6 or higher and the value is over R10 million (VAT inclusive), submit annual financial statements for the past three years.
• Be registered on the Central Supplier Database (CSD) and provide a CSD report; latest municipal rates statement not older than 3 months. If the bidder operates on leased property, provide a valid lease agreement.
• Bidders must sign MBD 5 for offers ≥ R10 million; ensure tax/commercial disclosures as required.
• All bids must be sealed, clearly marked with SCM Number and Project Name, and submitted via the specified channels.
• Bids must be valid for 90 days; late, incomplete, unsigned, or faxed submissions are not accepted.
• All bids must declare local production and content where applicable.
• Pricing must be provided in the Pricing Schedule with a consistent total cost; bids with mismatched totals are non-responsive.
• The Preferential Procurement Policy Framework Act (PPPFA) criteria apply; Stage 1 Compliance and Stage 2 Functionality (minimum 70/100) before further evaluation.
• Municipal rates/taxes debts may affect bid responsiveness; the municipality may disqualify bidders with outstanding rates.
