Overview

The Kenya National Highways Authority invites bids for a PERFORMANCE BASED CONTRACT FOR THE MAINTENANCE AND SAFETY ENHANCEMENT OF KISIAN – AHERO (A12) ROAD. Open to construction firms registered with the National Construction Authority in categories NCA 3, 4 or 5, funded through the Road Maintenance Fuel Levy Fund (RMLF). Target bidders should have road maintenance/repair capability, and comply with Kenya public procurement rules.

Requirements

• Copy of Certificate of Incorporation
• Copy of Valid NCA Annual Practising Licence (categories 3–5)
• Copy of Valid Tax Compliance Certificate
• Copy of recent CR 12 form (issued within last 6 months)
• Serialise all tender pages (as required in the tender notes)
• Copy of PBC Certificate for at least one director
• Evidence of similar experience; competent professional/technical personnel; current workload
• Compliance with PPADA 2015 and related fairness rules; prohibition on canvassing
• Maximum of two tenders per bidder; directors with ongoing works are ineligible; no cross-participation for same tender via multiple entities
• Local/foreign input rules: foreign tenderers to source at least 40% locally
• NCA registration and related pre-qualification as per tender data sheet

• Submission deadline: 16 July 2026 at 09:00 (local time)
• Submission method: single sealed envelope/package/box; clearly marked with tender name and reference; deliver to Office of the Regional Director – Nyanza Region, KeNHA Building, Busia Road, Kisumu, or deposit in the KeNHA tender box at Kisumu reception (Tender opening follows at the Nyanza Regional Office Board Room)
• Documents to submit: Form of Tender with priced Bills of Quantities, Tender Security or Tender-Securing Declaration, JV agreement if applicable, qualifications and technical proposal per ITT 13–19
• Pre-qualification/registrations: NCA registration in the indicated categories; tax clearance; CR12; Bidders may need to provide JV arrangements if applicable
